Your living in the past. What's to stop someone getting hammered in the Napier or the club bar before a game. Next you'll be breath testing everyone before being allowed entry to the ground

Far from it, a pre-match pint or two before a match on a Saturday is as much part of British culture as roast beef and yorkshire pudding,  drinking pitch side is not.
It's only words at the end of the day.

The behaviour of some people who would normally act in a manor more acceptable to others than when not under the influence of intoxicating liquor.

at step 5 and 6  or 1 and 2 if you speak in non league terms only  this is found on most club 'ground rules'

Under  the DO NOTS by the way...............

Being in possession of any intoxicating liquor, or bottle, can or other portable container and which could cause damage or personal injury, when entering the Ground or in a public area of the Ground from which the event can be directly viewed.

I think you will find this also relates to soft drink containers such as cans of Coca Cola etc....

The said person should not  be admitted into the  ground if intoxicated. That would be the  simple solution.
Just to  change the thread slightly as an example, You  don't see people  drinking alcoholic beverages whilst sitting  in the  stands, watching Premiership football games. But in  other sports they do  just  take cricket and rugby.

You would be allowed to drink pitchside at Lynn as Lynn is not a designated sports ground and does not come under the jurisdiction of the Sporting Events (control of alcohol) Act and Football (offences) Act.

Conditions of entry imposed by the club could however prevent pitchside drinking if they so wished.
