I wouldn't be ripping everything up, even if extra funds are available this summer.
For me the first thing is the manager. I'd keep Caddis. He came in with one job, which was to keep us up, and he did it. It wasn't pretty, and there were still some poor results in there, but I don't really see the sense in surviving and then immediately starting again from scratch unless there is something behind the scenes that makes it obvious he isn't the right fit. Give him a full pre-season, let him build a squad properly, and then judge him after 10 or 12 games next season.
If there is a bit more money there, I still wouldn't be throwing it around for the sake of it. I'd use it to improve the spine of the team properly rather than ending up with a bigger budget and the same problems. For me that means a proper centre-forward who can get 15 to 20 goals, a dominant centre-half, and a more athletic midfielder. That feels a lot more important than making lots of flashy signings.
As for the current squad, there are a few I'd definitely be trying to keep around. Hall-Johnson, Crane and Morgan Williams are all players you can build around at this level, and I'd be keeping Wilson as well. Chapman did enough for me to keep the shirt too (likely an unpopular option for many). Then there are others I'd keep if the terms are sensible, but I wouldn't be handing out deals on sentiment. We stayed up, which is the main thing, but we still finished in a relegation fight, so I don't think the answer is to keep almost everyone and hope for better.
Up front is where I think the biggest decisions are. We need more goals from the actual forwards. Too much of the threat came from wide areas and midfield, which usually tells you something is off. So if extra money is there, that's where I'd spend it first.
So overall, my view would be: keep the manager, keep the better core of the squad, be ruthless with some of the weaker or ageing options, and use any extra funds that are available on quality in key positions rather than just a bigger squad. If we get that right, I don't think top seven next season is unrealistic.
Assuming Lynn stay full time, and should therefore have a fitter than average squad. I'd want the squads idendity to be high pressing and quick transitions. Fast and exciting football. Forward passes and running at defenders.
Exciting football and cheaper ticket prices.
I think the club needs to forget about promotion and simply become sustainable at this level with an affordable squad.

I think that we need to stay in this league for three or four seasons to become an established National League side then go for promotion which will not be a great shock when we get promotion, and we go on to establish there.
:bankrupt: Personally I can't see TSI keep funding the club as the current attendances can't match the expenditure with an increasing debt.A return to part time won't surprise me if not next season then soon after.
Unless there is another funding source willing to bankroll the club

I've heard his name mentioned before. He could be a good fit if we don't stick with Caddis,
But for me things (like are we sticking with Caddis) need confirming sooner rather than later.
Angelo Harrow was sacked by Chelmsford with 6 games to go, so maybe not. But then they all get sacked in the end, usually sooner rather than later! I do believe we need a new Manager, but I implore the board not to be impressed when interviewing anyone who talks about "Character", "Physicality", "Belief", etc., and look for someone who likes good players, most of whom have pace and ability. Body Glimpt's manager would be ideal!
