A few observations.

This is certainly a new tactic that referees will discuss.
The longstanding principle is that the infringing team has few rights at a free tick. It is "free" for the team that was fouled. So goalkeepers don't to set a wall at their leisure. But, as described, the referee can and should fix the problem before mayhem ensues.

Indeed, it is likely to be offside--"interfering with an opponent"--as soon as the shot is taken.
Obstruction was renamed "impeding" a decade or so ago.  Key is the term "playing distance"--which at pro/semi-pro level is defined generously (4-6 feet), so a defender can shield an opponent as the ball runs out of play if he/she keeps the ball within that dustance.

Reading the match report game me the chills, not so much because of the miserable winter weather it was played in (here it's chilly for sure -- with the first dusting of snow on our local mountains yesterday but a cloud-free blue sky to enjoy), but because these are the types of games I remember at The Walks: cold and damp in the heart of a season that seems to sputtering towards mediocrity* with only the diehards in attendance, a tough game not for the faint-of-heart so lets hope the magic sponge was rung out in hot water, chances at both ends but the prospect of a 0-0 draw looms. AND THEN WE SCORE AND WIN THE GAME WITH ONLY A FEW MINUTES LEFT! It was worth the cold feet and the over-brewed tea at halftime. I scurry through The Walks to catch the next bus home from what I still think of as the old cattle market. Those were the days!

* Lots of 6-pointers coming up, so I haven't lost hope yet!
