Difficult, as I can see both sides of this, he is coming to the end of his tenure at the club (new owners next year) and given the position of his other businesses doesn't want to keep throwing money, that he could put to better use, into a 'hobby'. Likewise the fanbase seem grateful that he has got them back into Gloucester but cite poor financial decision making (full time in NLN) and not sticking to budgets means a proportion of the financial mess is self inflicted.
Unfortunately for many fans up and down the country a 'good' owner is one that is willing to throw money at a problem, better still if that money turns into success on the field. Hopefully the new independent regulator, which is currently proposed to oversee down to NL level but could be extended to NLN/NLS will enable a different set of priorities to be rewarded
